Take the belt back off and spin the pulleys to see which one is frozen/seized. the belt is riding over the top of the pulley not turning causing it to smoke.

belt too tight? belt not seated properly??belt tensioner needs replacement??

Check all the belt driven accessories, something is turning harder than it should. You will likely have to remove the belt to check things over. Engine not running of course.
