Does a new steering column have something to do with my car not starting?

A week ago I had a new steering column put
in from when my car got stolen. 94 Honda
Civic. It was working fine after it was
replaced, but now I try starting my car and I
hear a click, but it won't start. I tries getting a
jump, tightening up my battery cables.
Nothing. Could it be that my steering column
was put in incorrectly? Help! What could it
be?

could be....take it back to the person/place that did the work......
