My 98 Chevy Blazer will not drive no faster than 25mph, what could be the cause of this?

Also my #3 spark plugged was broke
off inside the engine.

You need a real mechanic. Removal of the plug without the right tools is not possible. Lack of power to accelerate above 25 miles an hour could be a number of things but the first thing I'd check is the fuel filter.
