Are the air lines or "bellows" cracked and "bleeding" air instead of filling the system ? Wait till its quiet or go somewhere quiet and have someone just "turn the key on, BUT not engine on" and see if you can find a leak. If you don't find a leak (audibly or using soapy water), then see if the compressor is broken and no longer "pumping" air, due to old seals inside the compressor being old and cracked (leaking air) by disconnecting the main air pressure hose and turning the system on. The pump might be running but no pressurized air is coming out.
