My 1998 dodge ram has trouble starting and then it starts and runs rough for a while

When was the last time you had it turned up? Classic signs of a vehicle in need of a tune up.

I'm not sure if the fuel filter is good but I was looking for vacume leeks which I am almost positive I have because of the ac or heat is on and I went past 2000rpm it would stop blowing through the front vents and go to defrosters

Yeah, that's a sure fired sign of a vacuum leak. Check not only vacuum lines but leaks around the intake manifold. Any place like that.
