would i have low compression on all cylinders cold if the lifters weren't pressing up?

If the valves are closing then you will have full compression. Lifters not pumping up would not have any effect on compression. When you do a compression test prop the throttle open so you get air into the engine.

In addition, if all cylinders test low or zero, it's jumped timing. HTH. -Jim
