If your scan tool won't read the computer and gives you an "error" message it's because of newer software that was installed at the factory. It's called "CAN". I've read that this software became mandatory beginning 2008 but GM has been using it as early as 2006 on some vehicles. It's too fast for some scan tools to read. If this is not your problem check the underhood fuse box. Look for fuses labeled PCM 1, PCM B, and 4 WS. HTH. -Jim
Js08016 led me in the correct direction, but all those fuses that he mentions were good. I found the fuse for the cigarette lighter was blown open. I replace it and measured power to the test connector then my truck passed the emissions test. Who would have thought? Problem solved.
