Will a 96 Honda Civic CV axel and
lower ball joint swap with a 98
Honda Civic?

Yes, the CV axle will swap with an exception. Both vehicles have to have ABS or No ABS, you can't swap one for the other. The ball joint will, but why waste your time removing the old worn one when you can pick up a new one for $20?
