my car blows cold air when setting, when I push the gas the air will go warm.
I have check the radiator & the fill tank both have coolant/water 50/50
any suggestions?

Try replacing your thermostat. It almost sounds like someone took it out or it is stuck wide open. If stuck open, the fluid will not heat to 180 degrees. It will constantly circulate and cool itself off.
