Cannot reset back seat to sitting position

The red button is all the way out and I cannot return the back seat to sitting position. It
only goes to about 45 degrees and then is blocked from continuing

I fixed similar problem by adjusting the center latch on the back side of the seat. This latch engages to hold the seat to the floor when the seat is returned to normal position. It was not fully engaging and prohibited the back rest from returning to vertical.
