After putting intake and injectors back on is there a procedure to starting it

I have a 94 Cadillac Seville STS 4.6 I have put my intake in my injector lines
back on I should see my fuel lines and I'm wondering is there a sequence to
make sure that my lands are full before I start it

Go ahead and install the fuel lines. Just cycle the key a few times to fill the fuel lines. Do not cranks the engine. Like on for 3 seconds off for 10 seconds then on for 3 seconds. Do this a few times and if everything is as it should be your ready.
