how to turn the bright lights on

My daughter bought a 98 camaro and can't figure out how to turn the bright lights on.

There only two ways. Either pull the lever towards you until you hear a click, or push the lever away from you until the level slides back into a new position, otherwise you have an electrical issue.

it turned out to be the dimmer switch amd a bulb thank you for your answer
