You can't sell or scrap a car without a title. Parting out is your only option.
Unless you already know the car's history, run a Carfax to make sure it was not reported stolen at anytime. If it was you'll have to let the police handle it from there. If the car's history is clean you can get a title based on an abandoned vehicle status. BUT there's a lot of red tape and it is a long process. It won't happen in a week or two. HTH. -Jim
You could try getting a bonded title for the vehicle. A bonded title is just like a regular title, except in the title brand section it is marked BONDED. More info here: http://blog.suretysolutions.com/suretynews/so-you-bought-a-car-without-a-title-bond-heres- what-to-do-next
You can't sell a car without a title? That's wrong third-party Craigslist offer up you can sell a car without a title LOL
Crystal's answer isn't bad but there's another option. You can try a court ordered title. Check everything out like you normally would far as vin number, liens and so on. You should have the buyers credit report if they financed, right?
