1991not getting the gas it should what could be causing it

Possible plugged fuel filter or a fuel regulator issue. Worst case would be a failing fuel pump.

do you know where the fuel regulator is located at we cant find a manual anywhere

I'm not to familiar with Mercs but they are usually located on the fuel rail on the engine.
