Just bought a 76 caprice and can't figure out how
to cut on high beams

There should be a switch on the floor to the left of the brake pedal. Step on it with your foot to turn on the high beams. Step on it again to turn them off.

Yes, as EdS2K says, a switch on the floor to press with your foot.
