can i use a p235/70r16 tire over a p235/70r15 tire

Can I use a p235/70r16 tire from what is on truck a 235/p70r15 ? Also does the license plate lights use a Fuse, if so where is it located and what is it labeled as? 1998 Chevy truck 2wd C1500 V6

No! Never try to put 16" tires on 15" wheels. Of course there is a fuse. Check all the fuses to see which one is bad.
