No crank no start, salonoid clicking under steering column

I have just replaced the timing chain in my ION, after reconnecting the battery after
three days, it will not crank. Furthermore, after tuning off the ignition, there is a clicking
(every 3 or 4 secs) coming from under the steering column. I have tried boosting the
car - no difference. The Ignition was replaced under GM recall in December. Tried to
get a service code and all I get is NO Link. Finally, the car will not shift out of park.
HELP any advice is welcome

Fixed! After about three hours of trouble-shooting we traced the problem back to the ground! When I removed the ground to take of the cam cover the main ground wire slipped under the cluster of wires out of sight and I missed it when I reconnected the ground. great exercise in electrical trouble-shooting; I am ecstatic about the outcome! Thanks for the input.
