Does it have good spark? caoil? There was a tsb for sticky valves/valve seats, ford recomended replacing the head with an updated design, but you may be able to clean the carbon out with some type of fuel system tune/cleaner. But it could still be several other things, check for a vacuum leak by spraying the intake and intake tube with brake clean. Could be an injector stuck open or closed. Check compression, if it's low you could have damaged valve seats, bent valve, cracked/warped head, bad head gasket. First you have to figure out if it's air, fuel, spark, or compression.
