From the eldo forum: it's very easy to disconnect horns (if your car is the same as my 92 eldo) one horn on each side of front corner, just reach under and you should be able to find them.

when i reach under will it say something to inform me it is for the horn?

It should look something like the picture I posted. when you find it just disconnect the wiring connector and repeat for the other side since there is usually 2 horns on a Eldorado.

Sounds like the horn relay is stuck. HTH. - Jim
