steering wheel removal 1978 international terra pickup

Can't seem to remove steering wheel. Bought a puller but all 3 bolt sizes too big, the
smallest size was 5/16. I bought 1/4 diameter coarse thread but would not go in far
enough. Could it be fine thread. Or what size is it. Please give me complete instructions,
and proper size bolt.
It is for a 1978 international terra pickup

They are fine thread, but I haven't used a steering wheel puller for years, just put the nut back on the shaft till it was flush with the end of the steering shaft, get a good grip on the wheel and pull back as you rock sideways the steering wheel usually comes off for me after about the fourth sideways pull. HTH
