Why my breaks locked up?

I was driving on the free way at about 70. I
placed my car in Neutral, and shortly after
my Breaks would not go down. I had to wait
until the car stopped it's self the start the car
and go. Why did this happen....

If it died on you (car turned off) then your power brakes were not under power from the engine but you should of been able to push it some but sometimes they can become very hard pedal.
