Really easy to change rotors and drums. Get a Haynes manual and it will walk you through it. As far as adding HP, there's not a whole lot you can do for cheap, these have the 305 engine usually, which has a world of bolt-on stuff, but it will cost you and you'll still just have a 1991 Caprice with a lot of crap bolted on to it. ;) They are good cars but resale value is not there to really "improve" them.
