I Have Va 423CDI Van And It Will Not Get Over 79/80 Degrees Celcius

The thermostat opens at 80 degrees and basic automotive engineering dictates a temp of at least 84/85 degrees is need to ensure complete combustion. The local lads tell me this is "normal"..QUE??
