Can the abs ring be left off the rotor

Yes. But you'll never pass state inspection. And God help you if ever need the ABS. So, yes you can but no you shouldn't.

By doing so your antilock feature will be disabled and the ABS light on the dash will be on constantly!! HTH. -Jim
