Hate electrical problems but more than likely you need a new relay. First make sure the fuse your putting in is the correct amperage.

Disconnect the fuel pump at the tank, see if it blows the fuse then, if not then it is your fuel pump. If it does blow then trace down the short somewhere in the fuel pump wiring, it is easier to go from the fuel pump forward to locate the short.
