What is the problem with the steering
With low power steering fluid you should here all sorts of noise/moaning from the pump, but even so your wheels should still turn. If you are turning the steering wheel and get no movement from the front wheels, you have a problem with linkage. Could just be a busted tie rod end, fairly easy/cheap fix. But could also be pitman arm or rack. Not so cheap. You won't know until it's been inspected by a qualified mechanic, and obviously don't attempt to drive it until it's been fixed. On the cheap end (all new tie rods) you're looking at a few hundred dollars, more if they also work on brakes. Top end, you're looking at 1,500+ for rack & pinion.
Edit: "hear", not "here".
Check the steering rag joint. Open the hood and follow the steering rod out from the firewall, should go to a joint. See if that is still in tact. Lots of times those rust and break.
