Air conditioning only runs while relay is bypassed

I have a 2008 Ford crown Victoria CVPI that I can only get the air conditioning to work if I bypass the relay, I have replaced the relay with a new one and can only get it to work still with a bypass could there be a grounding issue somewhere that would cause this? Or could this be a PCM issue as I have a permanent misfire code a permanent voltage light code as well as an erratic idle I've had this car for 8 years the battery lights been on ever since but the air conditioning just came about within the last year
