2004 P71 Crown Vic,4.6L, after checking a few fuses and relays car won't start

I have a 2004 P71 Vic, with 4.6 engine, and am having a roll-over but No Start
problem.
I forced fed new pwr lines to the fuel pump as it wouldn't work. Now have the
pump running when I try to start the car but still no fuel seems to be getting to
the engine as the return line - Schrader Value has no pressure, checked the
Emergency shut-off reset button in trunk. Ether won't even start the engine, yup
cleaned the fuel filter as well.
Then thought to hook up the OBD2 scanner but it doesn't "connect" to the ECM
!!!??? What else could possibly go wrong!? I mean I just drove the car into my
neighbours garage and tried to fix the horn problem..turns out someone
borrowed them before I bought the car. I'm trying to get the car ready to certify,
so I just pulled out some fuses and a few relays to check and switch around to
see if his would solve horn isses...note this was before I realized that the car
had no horns actually in the car. Who steals horns?!.
Anyways, once I realized I never had any horns I went to start the car, and now
she rolls over but nothing, and just discovered my code reader won't connect
with the ECM for any diagnostic codes. Can anyone shed some light or lend me
a match? Thanks

P71's always get ripped and striped when sold electrical issues aren't uncommon.. begin by checking for battery voltage at pin 16 on the DLC / OBD connector.
