89 ford f150 4 WD dual tanks acts like it's starving for gas,no power, back firing in the motor,with clutch mashed and giving gas rpms go to 3 n fall back to 1 can someone please diagnose my problem?

also has loud whistle
from a part underneath
truck can see it from
under driver door.

Vacuum lines maybe

Check your timing, timing chain! Check or replace fuel filter and fuel pump! Is it carb or fuel inj.?
