Why 89 f150 will not crank

Have replaced coil pack and fuel filter

No offense, buy you just spend enough cash on a coil pack to probably pay for an inexpensive digital meter and repair manual for your vehicles. Coil packs seldom go bad and they can be checked in about two minutes with an ohm meter with it still attached to the vehicle. Get a meter and manual, the checking process for various electronic components are contained therein.
