These are suppose to be automatic, do you hear a vacuum leak when you put it in gear down by the steering column? There should be a manual release on the brake mechanism itself, most of them have been painted yellow, you pull it towards you, but stay out of the way of the pedal, when it releases it comes out fast and can give you quite a blow. Look over the vacuum lines for the release unit there could be a split hose somewhere just due to age but the switching valves and servos can also fail.
