If the steel cable is there and you can get ahold of it, use a pair of vice-grips and pull on the cable. Sometimes it helps to have helper standing at the end of hood, where the latch mechanism is located, have them pop the hood with palm of hand in that area, at the same time as you pull, it may help? If all else fails, see if you can get to the under-hood latch by removing the front grille, if possible. Then maybe you can work the latch, that way?

Easier said than done. My 2017 Fusion has a fiber engine plate guard and plastic front bump shroud that prohibits access. You would need to remove the both these item just to get access. There is a YouTube video showing how to unlock the hood through the grill on a 2013 model which I tried on my 2017 that is completely different from the 2013 models. Believe me I tried. I have an appointment at the Ford Dealer. I think the best plan would be to take the front wheels off and enter through the wheel well. You will have to remove plastic rivets. Nothing on these newer cars is easy like the good old days when you open the hood and see an engine, air cleaner, distributor, plug wires, battery, etc. Now all I see is plastic and hoses.
