My tranny whent in my 2003 crown vic with the police package I need to know if a tranny from a 99 crown vic will bolt up and be right

Yes, the FORD transmission's are the same overall 4L60E nowadays. Most police packages are just extra cooling for the transmission fluid or at most an additional high capacity oil pan. I would recommend you count the teeth on the end of the transmission output shaft in your car and the output shaft of the transmission you are looking to purchase, just to CYA before you buy it. If everything is good, remember to change the filter before you install the "new" transmission as well.
