What is Fuel Pressure for car?

My 1990 Cadillac Eldorado tests at 35 PSI Fuel Pressure. The Pressure drops 3 pounds when RPM's go up. What is proper fuel pressure. Some GM service Techs say 30 to 40 PSI some say 44 to 52. Is 35 too low?

Yes,should be running 42 psi,constant,even when you rev engine.
