1990 acura integra alternator only turns on when I flick headlights on and off

My alternator only turns kicks on when I flick my
lights on but the battery light constantly stays on
but you can tell when the alternator is on when the
battery light gets bright when you hit the gas and
dims when you don't. I've put a new battery and
alternator and still have the same problem
