My daughter's 99 Malibu turns over but won't start and smells like its flooding out. Any ideas on what it could be.

You would need to check for spark and go from there.
Then since you smell gas, I am suspecting a leak in the fuel regulator, lines, and or injectors. Test by doing a bleed down test with a fuel pressure gauge, fuel pressure should be 30.5 to 44 lbs. Let the pump build up pressure and turn the key off. Watch from the initial pressure built up, pressure should not drop more than 5 lbs. and hold for 3 min. If it is a fuel problem, this will point you in the direction of the problem.
i have a 99 malibu as well and mine starts fine when it's been sitting awhile to cool down but when i stop for a short period like 5-15 mins it won't start without pumping the gas. also has erratic idling when this happens. I have a bit of knowledge about cars is this a very difficult task to check the fuel pressure? only paid 300$ for the car and don't want to waste too much money on it.
