2001 Dodge ram 1500 not getting up too temp.

I have a 2001 dodge ram 1500 5.2L V8 4x4 and the engine temperature
won't get up past 174ish.  I replaced the thermostat with a $5 one from
rockauto, the lower radiator hose, and water pump.  I also did a full coolant
flush through the block and radiator.  I just recently replaced the thermostat
again with a $30 one from the dealership that is the stock oem 195 one and
still wont get up to temp. Also the upper radiator hose seems to never fill up
with liquid and feels like its always air even though it gets hot.  NEED
HELP!!!

Purge air out of the cooling system. Maybe the temperature sensor is faulty?

The radiator doesnt seem to get that hot and i have made sure to purge the air out. I saw somewhere that it could be a bad radiator cap causing it to not get pressure in the system but i removed it while it was somewhat hot and air hissed out so I'm not sure if that means its good. Also the cooling fan stays on no matter what, not sure if its supposed to do that or if its supposed to just kick in when needed?

Low pressure would not affect the temperature. Radiators are under pressure to raise the boiling point which you are no where near. Auto parts stores used to have radiator cap testers but I have not seen one in years.
