Why won't engine run.

1999 dodge ram 1500 with 5.2l engine.  replaced fuel pump and coil.  verified fuel is being pumped to fuel rail and verified there is spark at the plugs, but engine will not run.  Is there something that is keeping the fuel injectors from working properly?  a logic module maybe?

Camshaft sensor in distributor is hooked to injectors.

How much voltage should you get to the injector?

We are getting about 3 volts on each one. Should it be 12 volts?
