Overheating coolant system

I have a 1997 Dodge Ram 1500 5.9 360 4 by 4
over the last month Plus I have replace nearly the
entire cooling system and still it's overheating it
overheats sitting still I'm at a loss and don't want to
write my truck off after all the time I've had it
anything that could be suggested would be
amazing it has new radiator new pump new
thermostat no clogs that I'm aware of the upper
radiator hose does not get hot at all I have heat in
the cab and when I took the thermostat out of my
vehicle it did cool down and didn't overheat but as I
said I have a new thermostat so it's not that at first
I thought I bought a bad one so I bought another
maybe my luck is that bad so I bought another and
still the top hose is not getting hot I check the
thermostat what's boiling water so I know it's
functions I just don't understand why the pressure
will not build sufficiently and I'm not getting
circulation I'm losing my mind if anybody has any
ideas please let me know

Thanks Jim I installed a anti collapse hose so that good I ran the.belt as shown on decal though that has been my main thought I believe it may be trapped there because now I'm getting pressure in the upper hose as well as eventually the thermostat opens so the hose does get hot and the lower hose begins to be cold still haven't got the temperature to drop yet so hopefully it's still working its way out I'm about to take a for a drive then ill check back

Anything off about the fact that the top few rows on the radiator are very hot but the remaining down are cool is that normal or is that where the pocket of air is and in turn aybe boiling
