after starting 1991 F150, the starter continues to run, which can tear up the flywheel. Have replace starter twice and also solenoid, same problem exists. What could cause this problem?

Its either going to be the solenoid(make sure you have it wired correctly) or it could be the ignition switch.

Was this condition present before you changed the starter and solenoid? Was this the reason for replacement? If so, then as stated above the problem may be in the ignition switch.
