Why won't car start?

I turn key and no dash lights and
car won't turn over

Blown main fuse, bad battery cables, bad battery, security system in full active mode.

On a car that old, it might be rusted to the point where electrical grounds are affected. Maybe in the current cold & wet conditions, water has gotten into electrical connections, hot or ground, and resisting current flow..... Cold affects batteries, so a weak battery might just die in the cold, and the alternator might not be in the greatest condition either. Check the battery and its connections. If OK, get the charging system checked. Meanwhile a jumpstart might be needed.

A catastrophic failure such as this is going to be battery related or the main fuse in the underhood fuse box is blown. If the security system were involved you'd get lights and everything but when you try to start the engine you would only get a rapid chime sound (with lights and everything coming on). Jump start or get a new battery. If you are not comfortable doing this, just about any shop will get you back on the road.
