Car won't turn over. Put new starter in it last week! Tried starting it this morning, voltage regulator turns fan on without key in car!

you put in a starter and you were able to start the car for a week and then one day the starter didn't kick in? I'm unsure what you mean by "VOLTAGE REGULATOR" turns on fan? A bit more detail on exactly what is happening might help someone on this site assist you.
