My headlamps will not turn on even though wires are reading fine. Any suggestions to what could be causing problem?

My headlmaps will not light up when the lights are turned on. The headlamps are not burned out and the pass side works perfectly. I have read the continuity on the wires and there is a charge going to the wires, but once connected to the headlamp it wont light up. Any help!!

if power is going to it,it has to be blown.
