No metal in fuse slot

I have a 1989 Chevy Celebrity 2.8 v6. When I
bought the car everything worked but just recently
the horn, power windows, locks and dome light
stopped working. I went out and got some fuses
because I though that's what was wrong but when I
went to install them there was no fuse in the slot
and no metal to even hold one in. Am I looking at
the wrong fuse box? It's the one under the drawer
that pulls out.
