Are all the connections correct and assembled? does the distrib rotor turn when cranking? Are fuses good? power thru the EEC relay? any activity on the spout circuit? Do you still have the former engine?

It could so many things not causing spark. Especially with a motor change out, I think you need the wiring diagram for you car and go wire by wire..

Did you use your engines parts? or the ones supplied with the replacement? you can put your own known to work parts on it? Being a 91 it can be you need to put new motorcraft guts in. and a TFI module. a 91 does not have a crank or cam sensor...does it. it's the 1.9L ford engine in the protege type escargot, right? does that not have the stator and module in the distributor? anyways, have the patience to retrace your steps and look at what you did.
