Are inquiries on car a scam?

I’ve had dozens of people make offers and ask for more info only to never be
heard from again.  What do people get out of making offers and going rogue?  
What does one gain from asking when they can come see the car and never
even read the response?  All of the responses seem like a scam but I’m not
sure what they could gain from it.

I am experiencing the same thing. Inquiries, offers, appointments - - - all with no follow-up. It makes it difficult to deal with a legitimate buyer. Checking the contact #'s used, I always get "the number is not in service". How can we weed these out?
