A car owner that would let me make payments to
purchase the car

You'll have to sort through the ads to find a car that you are interested in and deal directly with the owner to see if they will accept payments. There are not many people willing to owner finance due to the risks involved, so you may wind up going to a buy here, pay here second chance lot. Good luck.
