Bought Used Car - Only came with Valet Key

I bought a used car from a local car dealership and they gave us valet key only saying they do not have a master key and now they want to charge us to create a master key. Is that NORMAL and acceptable?

You bought it and didn't ask for the spare or master key? Not sure what kind and year of car you purchased, but this is not normal and makes me think this dealer is a little crooked.
