May be a bad neutral safety switch. Try starting the car in neutral. If no dice, try holding the key to the start position and move the shift lever from N to D a few times. See if it will crank over. Post back with results.
I have already tried that, starting it in neutral and to no avail. Thanks for your help, if you can think of anything else please post will check periodically while working on the car
Try these tests in the video. Should help you narrow down the issue. https://www.youtube.com/watch?v=fpPOcO6f798

After replacing the engine in my 06 saturn ion w/2.2 Ecotec, there is no starter circuit engagement. All other dash lights are on but have not observed any sequence of flashing lights going out , etc. During the old engine removal , the gear shift in the cab had been moved from Park and then returned to park and has not budged since. i am thinking that the neutral safety switch and/or trans-axle linkage position is incorrect resulting in an open in the starter circuit. The ignition switch in the steering column had been replaced and is functional. Recommendations on neutral safety switch troubleshooting is appreciated. The fuse in the cab behind the driver side knee kick plate has not been checked.
If the starter only clicks, clicks...it has to be a bad starter solenoid. Good luck
