Is the belt shredded are frayed? Check the idler pulley and make sure it's intact and can spin freely. Also check the alternator and water pump pulleys to verify that they spin as well. They should both spin by hand, the water pump pulley will have a little resistance to it. If anything is seized up or not spinning, there could be your problem. Do a visual and make sure all of your pulleys are aligned. A misalignment due to a loose bracket could be the cause?
